Senate Minority Whip Brian Pettyjohn issued the following statement regarding the introduction of the “du Pont-Cook Financial Responsibility Act”:

“The introduction of the du Pont-Cook Financial Responsibility Act represents an important and long-overdue step in strengthening Delaware’s commitment to fiscal discipline and transparent governance. For nearly five decades, the Delaware Economic and Financial Advisory Council has provided the objective, nonpartisan revenue and expenditure projections that form the foundation of our state’s budgeting process. Codifying DEFAC in statute ensures that this critical function is preserved, strengthened, and protected for future generations. 

I have long supported the concept of codifying DEFAC. Doing so sends a clear and necessary signal that responsibility for accurate, timely, and independent financial projections does not rest solely within the executive branch. The General Assembly must place the same level of importance on DEFAC’s role, and this legislation reflects that shared commitment.

This bipartisan effort appropriately honors the legacy of Governor Pete du Pont and Senator Nancy Cook, whose leadership established the culture of balanced budgets and long-term financial planning that continues to guide Delaware today. By formalizing DEFAC’s role in law, we are reinforcing the principles they championed—fiscal responsibility, transparency, and accountability—while ensuring that both branches of government remain equally invested in maintaining Delaware’s strong financial foundation.

You get text reminders about dentist appointments, restaurant reservations, and much more, so why not court appearances?

My SJR 13 creates a pilot program where the JP Court can send individuals text reminders ahead of a scheduled court appearance. Studies from other states show such a system can decrease warrants for missed court dates by up to 50%.

Can we get text reminders for prosecutors to call a witness and let them know the charges have been dropped so the witness doesn't show up for nothing? #askingforafriend

Can we get a reminder for parents to pay child support? Hum

Wonderful idea! I have marveled for decades that criminal defendants do not get reminders to appear in court, but a patient for a doctor appointment gets seveal reminders.

Would only work for those who don't change their phone or phone number when someone is trying to track them down. 🤔

Agreed good idea, you get reminders for everything else. Heck we get reminders for hair appointments dr. appointments, vet appointments even an oil change. It's worth a try and if it works it will save the state money I would imagine.

The Delaware Department of Transportation announces there will be daytime lane closures on Shortly Road starting on Monday, April 6th through Friday, April 17th (weather permitting) for work related to extending the eastbound turn lane from Shortly Road onto southbound Route 113, as well as roadway patching.

Motorists are reminded to slow down in work zones and to expect minor delays while traveling in the area.

MEDIA RELEASE: Senate Advances Pettyjohn Bill Addressing Mental Health Provider Shortage

DOVER, DE — Legislation sponsored by Senate Republican Whip Brian Pettyjohn (R-Georgetown) to modernize Delaware’s psychology licensing laws and expand access to mental health services has cleared the Delaware Senate and now heads to the House for consideration.

Senate Substitute 1 to Senate Bill 208 (SB 208) establishes a regulated licensure pathway for master’s-level psychology clinicians, helping to address ongoing workforce shortages and improve access to care across the state, particularly in underserved and rural communities.

“Today’s vote is an important step toward strengthening Delaware’s mental health care system,” said Senator Pettyjohn. “By creating a clear pathway for qualified master’s-level clinicians, we can expand the workforce and help more Delawareans get the care they need in a timely manner.”

SB 208 does not replace or reduce existing professional licenses, but instead adds a complementary role within the broader mental health care framework, with appropriate oversight and standards in place.

“Delaware is facing a growing demand for mental health services, and we need practical solutions to meet that challenge,” Senator Pettyjohn said. “This legislation supports a more responsive system while maintaining strong safeguards for patients and providers alike.”

The measure has received support from the Delaware Psychological Association and aligns Delaware with licensing approaches adopted in other states.

SB 208 now moves to the House of Representatives for further consideration.

States need to help fund outpatient mental health clinics so they can stay open and everyone can afford the services clinics can not stay open on their own

I had a great visit at Sussex Central High School yesterday, meeting with students in their Youth in Government Club ahead of this weekend’s conference in Dover.

Students had the opportunity to present their proposed legislation and receive feedback directly from the Senator. Topics ranged from intersection and stop sign safety to regulating AI data centers in Delaware, firearm safety, and more. Their ideas were thoughtful, well-researched, and clearly presented. Impressive work all around!

Programs like Youth in Government give students a hands-on look at the legislative and judicial process, allowing them to step into roles like lawmakers, attorneys, and journalists while developing leadership skills in a collaborative environment.

Did you tell them how Democrats are collecting HIPAA records of student athletes in exchange for the “privilege “ of athletic education? Did you tell them that Delaware is already spending millions to collect that information? Did you tell them that the state will be required genetic test every female athlete ? Did you tell them that as of this year all athletes will be transvestigated even thought the DIAA medical committee found no evidence that trans athletes have ever harmed another athlete? Did you tell them our governor Matt Meyer doesn’t want trans athletes competing? “Gov. Meyer doesn’t believe that trans girls should be playing in girls’ sports, but ultimately he defers those decisions to the leagues and localities,” Merlino said. Did you tell them the Democratic state school board gave the DIAA autonomy to discriminate through the application and not by changing the law? Did you tell them that the General Assembly voted twice not to ban trans athletes so the state cop running the DIAA JUST BYPASSED THE GA with an invasive, extremely expensive application and waiver system? A system that limits transfers for minority athletes? Did you tell them that the testimony of the owner of the Hideout in REHOBOTH cited the patronage of CAMP REHOBOTH lesbians and my state rep Rep. Claire Snyder-Hall as support for banning trans women from his club? Did you tell them all schools and universities must discriminate against trans athletes even if they have nondiscrimination policies? Did you tell the Red Clay district their athletes must disclose gender even when only 2 teams are available? Did you tell them Russ HUXTABLE and rep Hall passed a marriage equality act that excludes the nonbinary ? Did you tell them that we lost what little gender affirming care we had in Delaware because our hospitals get a 100 % on the HRC equality index just for giving money to the TERFs of De Stonewall PAC and CAMP? Did you tell them Senator Coons traded healthcare of military children for his defense bill and Biden signed it. This past January, following a session day, Nancy and I spent some time together upstairs sharing a conversation. She always had a memorable story to tell. I valued her perspective on issues and was especially grateful for her willingness to share her deep institutional knowledge of Legislative Hall. Even though we served on different sides of the aisle, it was always clear that her focus was not on party, but on what was best for the state.

Her presence in that building will be greatly missed. I extend my condolences to her family and to all those she touched throughout her nearly four decades of public service. Thank you, Kim, for capturing one final photo of us.

We were in the 15th district before moving to Reho. Nancy was one very special lady. She was a fierce Democrat, but her focus was on serving all Delaware residents regardless of party affiliation. A good neighbor to my family and a true example of what public service means!

She helped me out back in the late 70's and the 80's . I worked up @ Legislature Hall back then I ran the Cafeteria for the blind. She was a lady of her words and when she told you something it was always the truth. I was having problems with the Ceasear Rodney School and if it wasn't for her the principal of the school wasn't aware of what they were doing to my son. She was not a happy camper. She was the BEST. RIP Ms. Nancy,u will always hold a special place in my heart

Yesterday on the Senate floor, I had the privilege of recognizing Mason Furman of Cape Henlopen High School for receiving a Principal Nomination to the United States Naval Academy.

The Naval Academy in Annapolis is one of our nation’s premier service institutions, and earning a Principal Nomination is no small feat. I’m proud to see a student from our community rise to this level of accomplishment.

Congratulations to Mason, and thank you to the educators, mentors, and the entire Cape Henlopen School District who helped support him along the way. I look forward to seeing all he accomplishes in the future.
